ASSESSMENT & CREDENTIALS

Defined competence. Transparent assessment.

The assessment framework addresses knowledge, procedures, explanation and ethics. Every decision should specify its scope, standard and responsible issuer, with routes for review and independent appeal.

FRAMEWORK / 2026.09The learning pathways, assessment standards and governance arrangements are development proposals. Opening dates, responsible entities and effective versions will be published for each program.

Learning records and competency assessment

Course completion

Records the course, hours, completed tasks and provider. Its scope is the particular program.

Independent assessment

Reviews knowledge, procedures and ethics against published criteria. Training is one form of evidence; assessment decisions are made independently.

Membership and appointments

Membership, giving, partnerships and research appointments have separate conditions and do not substitute for assessment.

F / S / P / T assessment scopes

F · Foundational knowledge
History, foundational ideas, source analysis, evidence awareness and ethics. This scope does not extend to all-discipline consulting.
S · Subject-specific methods
Procedural reconstruction and explanation within a stated discipline, edition or school.
P · Responsible practice
Scope, informed communication, case records, privacy and risk recognition. Active status requires continuing supervision.
T · Teaching capability
Curriculum design, communication, learner feedback and consistent grading, with an identified teaching discipline.
  • This framework describes internal competency assessment. It does not confer a government license, academic degree or professional title, or guarantee predictive outcomes.

Assessment design

Four components are proposed. An operational assessment must publish its applicable standard, sample tasks, pass criteria, ethical requirements and accommodations process.

Explain concepts, provenance, historical contexts and scope.

Document procedures, compare interpretations and analyze errors and counterexamples.

Respond to questions, explain limits and communicate to non-specialists.

Handle consent, privacy, conflicts and high-risk situations.

Assessment independence

  • An instructor cannot solely determine certification of their own students; important decisions require independent review.
  • Recruitment and sales take no part in marking or certification decisions; assessor pay is independent of pass counts.
  • Eligible learners from outside the teaching provider should have equal application access.
  • Appeals are handled by people uninvolved in the original decision.

Credential records and supervision

Issuance record

Legal issuer, identifier, display name, scope, standard version, issue date and any applicable expiry.

Continuing development

For P / T, a three-year cycle and about 20 annual learning hours are proposed, including at least six in ethics, data and methods; the effective standard governs.

Status changes

Distinguish active, expired, suspended, revoked and voluntarily withdrawn status. Expiry and disciplinary action are recorded separately.
